That might be because very few choose to apply such penalty. This is a social game, don't expect game mechanics to fix your every little petty problem. Pirates don't get NPCs that comes and autokill everyone who is not a pirate, so why should they be automatically punished by the game? There are numerous ways for a victim to get his revenge, but if he chooses not to do it then the pirates are not gonna suffer too much.
The game is growing, and if you can't see that Im not sure why you don't.
Player handled justice doesnt work. No one pays $15 a month to play a game and be cop. UO tried that and failed. How is 20 day old player supposed to hand out a 10 mil bounty? And what does that get? I'm out a ship (3 infact), plus 10 mil.
And 20k people is growing? Damn, this game must have been completely empty 2 years ago.
I'm sorry, but you're just wrong on every level here, and while there is nothing wrong with being new and naive in EVE, your 'I know best' attitude does not sit comfortably alongside your incorrect assumptions.
Firstly, when I started playing EVE only 6 months ago, 10k was a high number to be online. Its doubled in size within 6 months. Pretty impressive in anyones book.
Secondly, EVE is split into high-sec and low-sec. You *are* policed by the game in 0.5 security space or higher. You won't be pirated there. In low-sec, there are many active anti-pirate 'police' (corps, players and even alliances) who offer a level of protection against pirates. I'm an anti-pirate, and I really enjoy it, and I've very happy to pay my subscription to do that. I enjoy killing pirates and EVE enables me to do that with its free-play dynamics.
Thirdly, there are many tactical ways to avoid piracy (making the most of empty systems, safe spots, instant bookmarks, keeping a close eye on local chat etc). To be honest, if you are 20 days old and get caught by a pirate in lowsec, its probably your own fault for not paying attention to your surroundings. Even then, you can learn from your mistakes.
Finally, EVE is a game which actively encourages player interaction. Don't like being pirated in low security space, but still want the benefits of operating there? Fine, talk with the locals, get to know the area you operate in, make friends... you'll probably end up with protection from pirates, greater local knowledge, friends, and a much better knowledge of how this game actually works.
